NASA is planning to conduct an extensive review of all business related requirements. The results of this review may identify the need for additional IEMP projects. This review should be completed in late FY 2007. NASA is also working with OMB to develop plans to migrate our financial operations to a Financial Management Line of Business (FMLOB) Center of Excellence, as part of the President’s eGov initiatives. This migration is expected to occur in the 2009-2010 timeframe.

 
IEMP:

+ Future Requirements Identification (FRI): To accomplish its mission, the Program has been implementing several re-engineering initiatives directed at using industry "best practices" to improve NASA's business systems and associated information infrastructure. Now that a portion of these initiatives are complete, the Program is conducting a gap-analysis to evaluate the effectiveness of recent improvements and to understand where additional improvements are still needed.

Gap-analyses are commonly used in systems engineering to identify and measure how well systems meet the needs, goals, and objectives of the key stakeholders. The IEMP gap-analysis will focus on the integrated data and information needs of different organizations within the Agency, as well as how well those organizations are able to meet the external reporting goals and objectives of the Agency.

Authorization for the gap-analysis was obtained from the Agency's Operations Management Council in October 2006. A conceptual proposal and preliminary analysis scope was approved the following December. Currently, a detailed implementation plan is under development and approval for the final plan is expected by mid February. The proposed gap-analysis schedule calls for data collection to begin in early March 2007 and for the analysis process to conclude the following June. A final report will be available later this summer.


IEMP Support to eGov Initiatives:

+ Financial Management Line of Business (FMLOB): In an effort to fulfill the President’s Management Agenda (PMA) to expand E-Government, the General Services Administration, managing partner of the Financial Management Line of Business (FM LOB) is continuing its efforts to provide streamlined financial management services across the Federal Government. Through the FM LOB, partner agencies will use enterprise architecture (EA)-based principles and best practices to implement financial management Centers of Excellence (COEs) and standardize core financial business processes and data elements across the Federal Government.

The goals of the FM LOB are to save taxpayer dollars, reduce administrative burdens, and improve financial management services across the government. To achieve these goals, FM LOB chose a market-driven approach based on a shared services model that will maximize economies of scale, scope, and skill, while benefiting from the use of both government and industry best practices and technologies. The investment utilizes COEs to provide information technology hosting, while leveraging Government-wide standardized business processes.

NASA will continue to conduct its annual analysis of alternatives, including assessment of available FM LOB common solutions and the agency’s existing systems, and will proceed with the approach that best meets NASA’s requirements for its enterprise resource planning system. The results of the annual business case, including alternatives analysis, will determine the fiscal year in which NASA will begin migration to a common FM LOB solution.
