eTravel Team Continues to Support Project Stand Down
The Integrated Enterprise Management Program’s eTravel Project a Project Stand Down this month. As was announced program wide, in March of 2007, EDS, the vendor selected to provide NASA with eTravel services, and the project team, together, identified a number of issues with the FedTraveler.com software which would prevent NASA from implementing a travel system which would fully integrate with the current financial system. As a result, NASA will continue to use its existing travel system until EDS can resolve the issues. In the meantime, the IEMP eTravel team has identified a limited number of activities that will be performed until EDS is able to confirm it is ready to reengage with NASA.
During the month of May NASA began a formal assessment against a corrective action plan that was developed in coordination with EDS and GSA. The eTravel team has also begun to create limited development activities as part of a functional and technical assessment of the FedTraveler.com solutions.
eTravel is one of the original 24 eGovernment initiatives outlined by President Bush in July of 2001. The effort is designed to make better use of information technology to make government more efficient, reduce paperwork and improve government response time to citizens. As a result, FedTraveler.com will be implemented to give NASA online booking, travel authorization, and travel vouchering capabilities.

IAM PP&E Holding Out for PMC Approval
This month, the Integrated Enterprise Management Program’s Integrated Asset Management (IAM) Property, Plant and Equipment (PP&E) Project team will ask the IEMP Program Management Council (PMC) for approval to move from the Formulation/Blueprint Phase to the Realization Phase. The team, focused on an April 2008 go-live target date, has also spent some significant time on Project budget and schedule re-planning this month.
IAM PP&E is heavily scheduled with management reviews and meetings this month. Prior to the PMC approval, the IAM PP&E team is preparing to complete a Non-Advocate Review and Enterprise Architecture Review set for mid-May. In the meantime, the Project team is concentrated on developing iterative and incremental formulation activities by applying the new Scrum Method Agile Software Development Process.
The IAM functionality to be implemented in the PP&E module will focus on the logistics and financial management of NASA-owned accountable personal property including equipment, internal use software, theme assets, leased personal property, and work in progress assets. The Project will implement an automated asset management system that provides Agency wide accountability and visibility of PP&E assets utilized by NASA installations, programs and projects. It will also provide additional capability for the financial management of capitalized personal property to enhance the Agency’s ability to meet its requirements for financial reporting.
