AMM Ready to Wrap Delivery of Phase 1
The Aircraft Management Module (AMM) Project is currently completing Phase One, which includes a flight scheduling application, a flight records system and a crew currency component. Johnson Space Center (JSC) has been using these components for several years, and NASA is now implementing the standard functionality, which manages mission or research aircraft, across all Centers that manage aircraft. Phase One Center rollouts have been completed at the following Centers:
- Marshall Space Flight Center (MSFC)
- Goddard Space Flight Center (GSFC)/Wallops Flight Facility (WFF)
- Kennedy Space Center (KSC)
- Dryden Flight Research Center (DFRC)
- Glenn Research Center
- Langley Research Center (LaRC).
Rollout activities at Ames Research Center (ARC), the final facility, are scheduled for late April.
The AMM Project will celebrate the successful completion of Phase One and immediately begin planning for Phase Two with a Systems Requirements Review scheduled for May. Phase Two provides a maintenance management system, logistics management system, and asset management tracking system.
The AMM Project will provide an integrated toolset for the management and oversight of NASA’s mission management aircraft, mission support aircraft, and research aircraft. The application is intended to eliminate the risk of flying aircraft with overdue inspections, grounding discrepancies, flying with unqualified or non-current aircrews, or in aircraft not properly configured for the mission. AMM also expects to provide positive control and reporting of all aircraft-related assets and reduce the cost of flight operations.

HCIE Pilot Rolling Out to HR community
This month, the Human Capital Information Environment (HCIE) Project’s portal pilot is ready to roll! The portal team is rolling the new Workforce Services Portal out to NASA’s Human Resources (HR) community at all NASA Centers. The HR community will evaluate the portal and recommend new content, prior to rolling the application out to all NASA employees beginning in July. The portal will provide secure, single sign on to Human Capital systems, a variety of HR-related links and information, as well as easy access to reports from the Personnel Data Warehouse (PDW).
Early in March, HCIE also held their Preliminary Design Review (PDR) for the PDW. The PDW will initially integrate data from seven Human Capital information systems and provide key reports to NASA managers. The PDR team is working closely with systems owners to define data elements and to ensure that security issues are identified and resolved.
HCIE is a partnership between the NASA Office of Human Capital Management (OHCM), Integrated Enterprise Management Program (IEMP), and the NASA Shared Services Center (NSSC). The project will deliver integrated electronic delivery of NASA human capital information, tools and services using new and innovative tools.

IAM PP&E Schedule Adjusted for Release in Spring 2008
The Integrated Enterprise Management Program’s (IEMP) Integrated Asset Management (IAM) Property Plant and Equipment (PP&E) Project is nearing the end of its formulation phase. As part of formulation, the project developed an implementation schedule and budget based on an approved set of requirements. As a result of this analysis, the project team recommended that the implementation date be moved from October 2007 to April 2008. This will also allow the Agency to focus on year end close activities after one full year of operations on the upgraded financial system.
The Agile “Scrum” Development Methodology, recently introduced to the IEM Program, will be used to increase the interaction between functional experts and the development team. The new processes introduced with the methodology have required the IAM team to reorganize teams, educate members, and respond to a more rapid development pace. However, the changes are expected to pay dividends by providing systems that more accurately reflect user requirements.
IAM PP&E functionality will be implemented for NASA-owned/NASA-held, or NASA owned/contractor held assets to better control accountability, valuation and tracking of theme assets and personal property.
The Department of Energy’s (DOE) Oak Ridge National Laboratory version of SAP PP&E will serve as a model for processes and configuration at NASA. The DOE system uses standardized SAP functionality for creating asset records within the SAP Asset Accounting module. These components are part of either SAP R/3 or the SAP web application. Custom transactions within SAP R/3 are provided for the property management team to perform their functions. The web-based interface is provided for the general user community to manage property. NASA will use SAP to manage all capital assets and all those controlled assets which qualify for management currently under the NASA Equipment Management System (NEMS), as well as the NASA Property Disposal Management System (NPDMS).

eTravel’s Implementation Officially Delayed
After several weeks of analysis and briefings to senior management, NASA has officially delayed implementation work on eTravel until several key software issues are resolved. EDS, the vendor selected to provide NASA with eTravel services, and the project team, together, have identified a number of issues with the FedTraveler.com software. Those issues prevent NASA from implementing a travel system which would fully integrate with the current financial system. NASA will continue to use its existing travel system until EDS can resolve the issues.
The project manager briefed schedule alternatives, cost analyses, risks, impacts, and a recommendation to the IEMP Program Management Council (PMC), which made a recommendation to the Deputy Administrator to stand down and delay the project’s implementation. The Program Director briefed the General Services Administration (GSA), Managing Partner for eTravel, about NASA’s decision and coordinated with the Office of Management and Budget (OMB) to ensure they were aware of the situation. The Program will develop a corrective action plan for EDS, the software vendor, to ensure that NASA can monitor the vendor’s progress in fixing software issues.
eTravel is one of the original 24 eGovernment initiatives outlined by President Bush in July of 2001. The effort is designed to make better use of information technology to make government more efficient, reduce paperwork and improve government response time to citizens. As a result, FedTraveler.com will be implemented to give NASA online booking, travel authorization, and travel vouchering capabilities.
