2007 will see HCIE rollout
The Integrated Enterprise Management Program’s Human Capital Integrated Environment (HCIE) expects big things in 2007 with a rollout on the horizon during 2007.
This month, the HCIE project will be holding a workshop at Johnson Space Center to determine portal content. Another meeting will be held in January to bring together the Initial Operating Capability (IOC) authoritative data systems owners to resolve any open issues and to ensure everyone is on board for the project. The project team also expects the Project Scope Document to be completed by the end of the month.
The HCIE is also planning to hold a Non-Advocate Review (NAR) in February or March, and then a Preliminary Design Review on the calendar for March. The NAR provides an opportunity for a team of experts who are not part of the project’s chain of advocacy to review the project’s goals, plans and cost/schedule detail to ensure they are credible and reliable.
HCIE, which is a partnership between the NASA Office of Human Capital Management (OHCM), Integrated Enterprise Management Program (IEMP), and the NASA Shared Services Center (NSSC), will deliver integrated electronic delivery of NASA human capital information, tools and services using some innovative tools. Among them: a personnel data warehouse (PDW) that serves as the authoritative data source for NASA human capital information; modular, new & legacy applications that process the inbound and outbound data, and a single portal that provides easy access to the applications and data.

IAM hits the ground running
The Integrated Enterprise Management Program’s Integrated Asset Management (IAM) Project is hitting the ground running in the New Year. The team has been working on their level 4 requirements and will continue developing more detailed level 5 requirements during January.
The project team plans to use the Department of Energy’s (DOE) Oak Ridge National Laboratory version of SAP PP&E implementation as a model for processes and configuration. The DOE system uses standard SAP functionality for creating asset records within the SAP Asset Accounting module. These components are part of either SAP R/3 or the SAP web application. Custom transactions within SAP R/3 are provided for the property management team to perform its functions. The web-based interface is provided for the general user community to manage property. NASA will use SAP to manage all capital assets and all those controlled assets that qualify for management currently under the NASA Equipment Management System (NEMS) and the NASA Property Disposal Management System (NPDMS).
Three members from the Department of Energy’s (DoE) Oak Ridge National Laboratory (ORNL) traveled to Huntsville, Alabama to conduct a detailed technical and functional discussion related to the SAP Asset Management solution. NASA and DOE ORNL will collaborate closely during the implementation and agreements have been established to formalize the relationship.
Looking ahead, the IAM project team, which is testing the “Scrum” implementation methodology, will begin a series of Scrum Sprints this month. Lots of other management meetings are on the calendar for January including Agency Process Team workshops, Steering Committee ViTs, and on going Center Implementation Project Managers meetings every Wednesday.
The functionality to be implemented in the PP&E module will focus on the accountability, valuation, and tracking of internal use software, theme assets, and personal property that is either NASA-owned/NASA-held or NASA-owned/contractor-held.

i-View starts the New Year refreshed
The Integrated Enterprise Management Program’s i-View portal is greeting the New Year with lots of activity. New in ’07, you’ll find the Contract Management Module (CMM) and Administrator standard reports and Information Delivery Page now available in production. Also in production is the search functionality fix which will allow folder owners the ability to search for specific content.
i-View provides single sign on (SSO) to all IEM applications and many other applications employees need to access, such as Employee Express, WebTads, USA Jobs, and the Thrift Savings Plan (TSP.) SSO will simplify and reduce, but not totally eliminate, user ID and password management requirements. i-View also provides the means for the IEM Program Office to communicate effectively to all IEM users without relying on email. In the coming months, the i-View team will continue to focus on adding new users and additional functionality.
The i-View team also continues to support other IEM projects during development. Most recently, the team demonstrated their commitment to such efforts with a newly developed poll for eTravel and the development of information pages for IAM.
More than 4,000 users are accessing i-View on a regular basis and the site is accessible at all ten NASA Centers. The portal allows for easier access to all IEM applications and information so that NASA employees can do their jobs more efficiently.

eTravel keeps a steady beat this winter
The Integrated Enterprise Management Program’s eTravel team has been spending the winter months developing the NASA system interfaces to FedTravler.com. The project team continues to keep a steady beat, while planning a re-baseline, caused by issues with the vendor’s software. The project team communicated with the IEMP community, including holding a telecom meeting with the Center Implementation Project Managers. A “Guiding Principles” was also drafted for project team members; a helpful rule of thumb for team members when working with the centers.
eTravel is one of the original 24 eGovernment initiatives outlined by President Bush in July of 2001. The effort was designed to make better use of information technology and to eliminate billions of dollars in excessive federal spending, reduce paperwork and improve government response time to citizens. As a result, FedTraveler.com, an integrated application, will be implemented to give NASA online booking, travel authorization, and travel vouchering capabilities.
