IEMP & The President's Management
Agenda
NASA has made implementing
the President's Management Agenda (PMA) one of its primary
goals. The PMA is a White House initiative developed to improve
management across the federal government. The PMA includes
several major themes, but chief among them is the need for
government agencies to exercise disciplined financial management. Another goal of the PMA is to link budget with performance

At NASA, IEMP implementation is already helping to fulfill
the PMA. NASA is already realizing some of the benefits IEMP will provide.
When the remaining IEMP components are fully implemented, NASA
will have consistent processes across the agency that will
allow managers to access and assemble vital information and
to act on that information quickly and effectively. IEMP serves as
a key enabler to help NASA meet the President's objectives.

Improved Financial
Management
The goal of this initiative is to push the federal agencies
to improve their financial management. For many organizations,
the first step in this process is ensuring timely, accurate,
and complete financial information… what IEMP will provide
NASA. As implementation continues, new tools will be added
that allow managers to obtain "clean" financial
opinions and to act on information the program provides in
the management of assets, logistics, procurement, and other
key areas.
Strategic Management
of Human Capital
The PMA requires government organizations to assess their
organizational structures and develop reorganization plans
to streamline operations and business processes over the next
five years. For NASA, this means building a Human Resources
infrastructure that can fulfill record keeping and process
requirements while helping managers deploy staff to missions
appropriate to their skill sets and career goals.
Budget and
Performance Integration
As part of its focus on results-based management, the PMA
asks federal agencies to match performance information to
financial decision-making processes to ensure that decisions
both reflect and support successful programs. IEMP provides
the information that NASA personnel will need to assess performance
and locate problem areas.
Expanded eGov
One of the benefits of IEMP will be NASA processes that operate
more accurately and rapidly. The agency will be able to use
its resources more efficiently. However, the real benefit
of the Program is the platform that provides for the future:
changing the way NASA does business. IEMP will help NASA capture
the efficiencies of e-Government while opening a new spectrum
of possibilities for collaboration among internal and external
stakeholders. IEMP will serve as the NASA "back office"
by providing real-time financial and other information that
can be used by NASA partners, suppliers, and customers while
conducting business. Other e-Government initiatives, such
as eNASA, will rely upon IEMP to provide the information needed
to make e-Government collaboration a success. IEMP will enable
a shift to e-government/e-business within NASA, based on improved
information and data exchange capabilities.
Competitive
Sourcing
The PMA requires that government agencies analyze their businesses
and identify and capture cost savings. IEMP will provide NASA
managers with the real-time financial reporting and planning
capabilities they need to analyze their business and identify
those cost savings. IEMP delivers comprehensive information
access in an instant, rather than weeks, helping managers
and staff identify areas for improvement and coordinate efforts
across the agency to create the best solutions and institute
them as permanent practices.
